Louisiana Gov. Bobby Jindal has declared a state of emergency and put 3,000 National Guard troops on standby to help evacuate New Orleans as the state devastated by Hurricane Katrina in 2005 watches Tropical Storm Gustav head into the Gulf, possibly evolving into a major hurricane.

U.S.-led troops attacked a compound where Taliban leaders were meeting and killed 30 militants, American and Afghan military officials said, but the Interior Ministry said a large number of civilians died. Karzai condemned the U.S. operation and said it hadn't been coordinated with local security officials.

The Army's blue Class A uniform will become the single approved Army Service Uniform, triumphing over the less popular dress greens and mess-dress whites. The greens and whites are being phased out over the next six years, with the Army mandating dress blues as the exclusive Class A uniform by 2014.

Iraqi Shiite assassination teams are being trained in at least four locations in Iran by Tehran's elite Quds force and Lebanese Hezbollah and are planning to return to Iraq in the next few months to kill specific Iraqi officials as well as U.S. and Iraqi troops, according to intelligence sources in Iraq.

The Coast Guard wants to get a bit more "hooyah" by jumping on the special operations forces bandwagon with a new program that could put as many as 28 of its personnel into elite Navy SEAL teams by 2016. Coast Guard officials say the Coasties-turned-SEALs will be a boon for morale.
